That is how every stem can survive for hours / days when cut from the plant.

It is hard to believe that for human or for animal, each cell is not intellegent. It is known to doctors that human sperm can survive of years even when seperated from body which carries the mind. If the sperm cell is not intellegent enough, how can it survive when seperated?

It refers to the internal intelligence of cells. Intelligence and thought does not just happen in the brain, the entire body is intelligent and thinking and communicating.
